If the cost of going solar has been the thing holding you back, the NSW Home Energy Saver program is worth a close look. From 17 June 2026, eligible households across the state can access zero-interest loans of up to $15,000 to install rooftop solar, batteries and other energy-saving upgrades, with discounts of up to $4,000 coming later in the year. For families across Newcastle and the Hunter, it’s one of the better chances in years to cut power bills without finding a big lump sum upfront.

What the NSW Home Energy Saver program actually covers
The program is a $557 million commitment from the NSW Government aimed squarely at the upfront-cost problem. Plenty of people know solar and batteries will save them money over time. The trouble has always been the bill on day one. This scheme tackles that head-on with two parts.
Zero-interest loans up to $15,000
Available from 17 June 2026, these loans let eligible households spread the cost of upgrades over ten years instead of paying upfront. They’re open to households with a combined taxable income of up to $210,000, and the government expects more than 32,000 households to take them up.
The loan covers a decent range of upgrades, not just panels. You can put it towards rooftop solar, a home battery, insulation, reverse-cycle air conditioning, switchboard upgrades, ceiling fans and draught-proofing. For most Hunter homes, the big wins are solar panels and battery storage, which do the heavy lifting on your bill year after year.
Discounts up to $4,000
The second part is targeted discounts of up to $4,000, due later in 2026. These are for households on a combined annual income of up to $80,000, or eligible concession card holders. It’s a $77 million slice of the program aimed at lower-income families who’d benefit most from cheaper running costs.
If you qualify for both a discount and a loan on the same upgrade, the advice is to apply for the discount first, then use a loan to cover whatever’s left. That keeps the amount you’re financing as low as possible.
Renters aren’t left out
This is the part a lot of schemes miss. Discounts will also be available to renters, as long as they have their landlord’s permission to make the upgrade. If you’ve been renting in Maitland or Cessnock and assumed solar was off the table, it’s worth a conversation with your landlord. A solar system makes a rental more appealing to tenants and can support a slightly higher weekly rent, so it’s not a hard sell.
How much could a Hunter household save?
The state’s own example is straightforward. A household earning $200,000 wanting a $10,000 solar and battery system can take out a loan and pay it off over ten years, rather than handing over $10,000 on the spot.
Put that in local terms. Just over half of all houses in NSW already have solar, and around 13,000 new batteries are being installed each month, so this isn’t experimental technology. It’s proven gear that’s already cutting bills on streets across Newcastle. The loan just removes the barrier that’s been stopping people from joining in.

How the Home Energy Saver program works with what we do

A few things worth knowing before you apply
- Income thresholds differ for each part. Loans go up to $210,000 combined taxable income. Discounts are for households up to $80,000 or concession card holders.
- Loans are available now. Discounts arrive later in 2026, so if you’re eligible for both, it’s worth planning the timing.
- Apply for the discount first where you can, then cover the rest with a loan.
- Renters need their landlord’s sign-off before going ahead with a discount.
